While it's possible a coin was issued in the Netherlands around 1648 to mark the Peace of Westphalia, concrete evidence remains elusive. What we do know is that the treaty ended the Eighty Years' War for the Dutch, and mints in places like Utrecht or Amsterdam were active then, producing silver coins like the rijksdaalder. These often featured heraldic symbols, such as lions or shields, but whether any specifically commemorated the peace is uncertain—records from that era are spotty, and many were destroyed in later conflicts. If such a coin exists, it might have been struck from recycled silver, given the wartime shortages, though that's just an educated guess based on contemporary practices. As for a joke, wartime recycling makes me think of turning swords into plowshares; here, it was probably just turning coins into more coins.
